Wilford said this in Mark's "Wilford 'Motherloving' Warfstache" video. Wilford said this after he told the detective, Abe, that he wasn't crazy.
I think the reason that the artist drew Wilford Warfstache as how he looked right before he lost his mind, was because when Wilford was saying these words, he was saying it from the place of a sane person, those were words that The Colonel would have told Abe.
Plus. the fact that Mark himself did a livestream where he was breaking down that video and he said that the advice Wilford was giving Abe was wholehearted advice that The Colonel would have given to someone he cared about.
Honestly, whoever drew this fanart is a true master of visual symbolism. I cannot give them enough props for how beautifully they portrayed Wilford's character here.
